Child Abuse Case: Girl Allegedly Chained and Forced to Drink from Puddle by Family Friend, Police Say

Two young girls have accused a man from Milwaukee of sexually abusing and beating them for years. One victim said the suspect, who was dating a family friend of the girls, chained her up and abused the child “too many times to count,” according to police.

A criminal complaint filed on April 26 in Milwaukee County by David Boyd, 64, says he also hurt and tortured the sisters when he was angry or when they were “not listening to him.” The complaint was first reported by WTMJ, a local NBC station.

Police say that one of Boyd’s victims told them that he “routinely cut her arms with a knife” whenever she did something wrong or when he was mad. Boyd was also said to have cut her genitalia and other parts of her body.

From the type of Barbie pajama set she had at the time, which she got for her birthday, the child thought she was 8 or 9 years old during these events, Boyd’s lawsuit says.

The woman told police that Boyd put chains on wooden ceiling panels in the basement of his house and used them to tie her to a pole. She said she lived with a friend of her mother’s. The lawsuit says that Boyd only gave her bread for food, and the child said she drank from a nearby puddle because Boyd wouldn’t give her anything else. For the police, the girl drew a picture of what she said happened.

Boyd was arrested on April 21 and charged with five counts of repeated sexual assault of a child, two counts of physical abuse of a child with a dangerous weapon, three counts of trafficking a child, four counts of false imprisonment, and five counts of repeated sexual assault of a child. They were all listed online.

A police report says that one of the girls told them Boyd sexually sold her and made her have sex with at least six different men in exchange for money. The lawsuit says she told him he did the same thing to her sister and then “moved on to her.”

In interviews, the sister said that Boyd hit her when she was 5 years old, which was in 2015. The lawsuit says the abuse went on until she was 12 years old.

Online records show that Boyd is being held on a $100,000 bond after his first court appearance on April 27. His next court date is May 7 for his preliminary hearing.
