Attorney General Michelle Henry Secures Ban on Contractor, $91,000 in Penalties and Restitution

Harrisburg, PA – Attorney General Michelle Henry announced this week that a Luzerne County judge has issued a ruling in a lawsuit against Independent Construction Builders LLC and its owner, Vincent Vince, resulting in a ban from performing home improvement work in Pennsylvania.

The court’s decision mandates restitution payments totaling $79,000 to consumers harmed by the contractor’s actions, as well as $12,000 in civil penalties to the Commonwealth for violations of Pennsylvania’s Unfair Trade Practices and Consumer Protection Law.

The judgment follows a three-day trial addressing allegations that Independent Construction Builders LLC violated the Pennsylvania Consumer Protection Law and the Home Improvement Consumer Protection Act. The allegations included failure to complete contracted work, performing unprofessional work, and failing to provide refunds.

“Protecting consumers is a top priority, and this decision ensures accountability for those who exploit homeowners,” said Attorney General Henry. “We will continue to pursue justice for Pennsylvanians and take action against unlawful business practices.”

The ruling highlights the Attorney General’s ongoing commitment to enforcing consumer protection laws and holding violators accountable.
